WATERSIDE SAFETY ZONE FOR TCF BANK AIR EXPO

MILWAUKEE, WI – The TCF Bank Air Expo will again take place over Milwaukee’s waterfront from July 13-16, 2006. The U.S. Coast Guard will establish a safety zone in Milwaukee Harbor for spectators and performers’ safety. It will be marked by yellow buoys and in effect between the hours of 1:00 pm and 5:00 pm on all four days, including practice days.

Unauthorized entry into the safety zone is punishable by a civil penalty of not more than $32,500. While some portions of the harbor may remain closed between 1:00 and 5:00 pm, access to/from McKinley Marina will be coordinated for limited periods during aircraft practices and performances via the north gap.

Vessel operators should monitor VHF channel 16 for specific closure times and gap openings to/from McKinley Marina, as well as for performance schedule changes and other pertinent or emergency information. The Coast Guard, with the assistance of local response agencies, will regulate the zone in coordination with the Federal Aviation Administration and the air show traffic controller. At all times, heed directions issued by the Coast Guard and assisting patrol agencies.

The safety zone, which is 1000 yards by 4000 yards long (one half by two nautical miles), begins on the north side of the main gap and cuts over to Lake Shore State Park and then runs north, northeast, parallel to the shore and just past Bradford Beach. This federally regulated zone will restrict boater access to the northern half of Milwaukee Harbor, including McKinley Marina, and will require the closing of the north gap in the Milwaukee breakwall.

Also, as a general reminder, do not anchor in the established navigational channel as depicted on chart 14924 of Milwaukee Harbor. This channel must remain unobstructed for the safe transit of commercial vessels to their berths and ongoing cargo operations. Smaller vessels should steer clear of the large, less maneuverable commercial vessels to prevent casualties caused by unanticipated currents and wakes.

The safety zone regulation may be viewed on the Web at http://www.gpoaccess.gov/nara. On this site, select Federal Register and search for “Safety Zone; TCF Bank Milwaukee Air Expo, Milwaukee, WI.” Persons wishing to comment on this rule should submit their comments on or before May 24, 2006.  Comments can be submitted online at http://www.dmt.dot.gov.
