Video: Coast Guard Cutter Neah Bay sailor receives accolades CLEVELAND -- A Cleveland-based Coast Guardsman was sent to the U.S. Coast Guard Innovation Expo, held November 17-20, 2008, because of his invention to help damage control teams work more efficiently. Petty Officer 3rd Class David L. Scribellito, a machinery technician on board the Cutter Neah Bay, presented his idea. It is a roll-up kit that contains tools in an organized manner to make flooding and fire control response faster and easier for all Coast Guardsmen. The submitted backpack kit, which he designed and produced on his own time, earned him the 2008 Captain Neils P. Thomsen Innovation Award for operations and readiness. Due to the simplicity of the invention, the Coast Guard is planning on implementing the device nation-wide. The Innovation Expo had its largest turnout to date with over 2,000 attendees and 288 booths displaying things from computer software to shooting simulators.
