U.S. Coast Guard conducts Operation Spring Breakout CLEVELAND - The Ninth Coast Guard District commenced Operation Spring Breakout, an icebreaking operation facilitating navigation to meet the reasonable demands of commerce on the Great Lakes, Monday, March 9, 2009. This operation is expected to continue for the remainder of the ice season.
