COAST GUARD SECURITY ZONE ENFORCEMENT FOR THE 2005 ALL STAR GAME DETROIT - The U.S. Coast Guard in conjunction with other federal, state, local and international agencies will establish a waterside security zone to ensure the safety and security of the public attending Fan Fest and other All Star game events along the Detroit riverfront. This security zone will go into effect at 1200, July 7 through midnight July 12th, 2005. ALL-STAR MARITIME SECURITY ZONES.
The U.S. Coast Guard has established a 1 nautical mile by approximately 500 yards security zone in the Detroit River from Cobo Hall to the Renaissance Center area. Vessels are not allowed to enter into the designated security zone. Coast Guard and other federal, state, county and city vessels will enforce this no entry zone. The security zone (marked in red on the chart) will encompass an area of the Detroit River beginning at a point of land adjacent to Joe Louis Arena, at 42°19'26.6" N, 083°03'06.6" W; then extending offshore to the 3rd St. junction buoy at 42°19'24.2" N, 83°03'4.7" W; then northeast through the Griswold St. junction buoy at 42°19'31" N, 83°02'34.1" W; then northeast at to 42°19'40" N, 083°02'00" W; then north to a point on land at 42°19'46.3" N, 083°02'00" W (near Atwater Customs station); then southeast following the shoreline back to the point of origin. Use the chart shown below to follow the requirements listed:
1. No vessels may operate within the red zone. (as shown in the chart). 2. The yellow zone will be more heavily patrolled by Federal, State, County and Detroit law enforcement entities. While allowed in this zone, due to the proximity to the security zone, vessels will be subject to increased monitoring and boarding to ensure the safety of the security zone. The Laws
· Security Zones, similar to Safety Zones, are temporary changes to Title 33 of the Code of Federal Regulations Part 165 (33 CFR 165). Each Security Zone contains specific geographic coordinates and restrictions on vessel movement with the affected region. The Penalties: Security Zone Violations
Violation of a lawful Security Zone may subject the violator to penalties of up to $32,500 per day, per violation, as per 33 USC Section 1232, as amended by 33 CFR 27.3 revised as of July 1, 2004.
