<font size="4"><strong>UPDATE 4-TUG DOROTHY ANN POLLUTION </strong></font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">SAULT STE. MARIE, Mich.&nbsp;-&nbsp;</font><font face="arial,helvetica,sans-serif" size="3">Recovery of the Articulated Tug Barge (ATB) Dorothy Ann's port azipod was completed today with no further oil discharges. </font>
</p>
<font face="arial,helvetica,sans-serif" size="3">On Thursday morning, contracted divers worked to seal off the only opening of the submerged azipod, the flange.&nbsp; The flange was buried in the sandy bottom, which did not allow oil to escape.&nbsp; Divers conducted inspections on the azipod and determined that there was no apparent structural damage.&nbsp; Divers plugged the shaft alley of the flange with absorbent material and sealed it with a neoprene cap.&nbsp; During the plugging operation, approximately 15-20 gallons of oil was discharged within the containment and was immediately recovered.&nbsp; </font><font face="arial,helvetica,sans-serif" size="3">
<p>
The Ryba Marine Tug ,Tenacious and crane barge arrived on-scene at 1:30 p.m. Thursday and pre-staged containment equipment on the deck of the barge. 
</p>

<p>
On Friday morning, the azipod was successfully recovered and transported to shore.&nbsp;

<font size="4"><strong>COAST GUARD INVESTIGATES COLLISION IN STRAITS OF MACKINAW</strong></font> 
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">ST. IGNACE, Mich.&nbsp;- The Coast Guard is investigating a collision between two vessels in the Straits of Mackinaw 15 miles west of the Mackinac Bridge March 28.</font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">&nbsp;</font><font face="arial,helvetica,sans-serif" size="3">No injuries and no pollution was reported. There was reported damage to both vessels, however neither vessel is taking on water.&nbsp;</font>
</p>
<font face="arial,helvetica,sans-serif" size="3">&nbsp;The motor vessel Cason J. Galloway and the motor vessel American Republic collided. The American Republic was beset in the ice approximately 15 miles west of the Mackinac Bridge. The Cason J. Galloway was attempting to clear the ice impeding the American Republic when it sheered in the ice and made contact with the American Republic. Both vessels suffered damage to the starboard sides of their forward peaks. Both vessels remain at the site pending arrival of Coast Guard investigators. The waterway has not been closed. </font><font face="arial,helvetica,sans-serif" size="3">
<p>
Coast Guard Sector Sault Sainte Marie launched a helicopter out of Air Station Traverse City<i>. </i>The helicopter crew surveyed the scene and confirmed there was no sign of pollution at the collision site. Coast Guard Cutter Katmai Bay is enroute to the site to assist the vessels. 
</p>

<font face="arial,helvetica,sans-serif" size="3">SAULT STE. MARIE, Mich. - The Coast Guard along with federal, state, county, local, and tribal assets continues to search for a boy on St. Mary's River. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">The search began Wednesday after Coast Guard Sector Sault Ste. Marie received notification from 911 central dispatch of a 13-year-old male calling for help a 7 p.m. Central dispatch was notified by a local boat owner and people on shore that witnessed a child go under the water after screaming for help. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">Coast Guard Station Sault Ste. Marie and Air Station Traverse City, Mich. launched a 25-foot response boat and an HH-65 Dolphin helicopter, respectively. Addition assets were provided by local Tribal police and the Chippewa County Sheriff's office. </font>

U.S. Coast Guard Sector Sault Ste. <font size="3">SAULT STE. MARIE, Mich. -- The week of Mar. 12, 2007, the United States Coast Guard will start breaking ice in the St .Marys River in preparation for the 2007 shipping season. &nbsp;Ice breaking operations will extend from Whitefish Bay to Detour. &nbsp;The U.S. Coast Guard cutters involved will be the Mackinaw based out of Cheboygan, the Biscayne Bay out of St Ignace, the Mobile Bay out of Sturgeon Bay, and the Katmai Bay homeported in Sault Ste Marie. &nbsp;An additional cutter from Sector Detroit will join the operation closer to the March 25 lock opening. </font>
</p>

<p>
<font size="3">On March 12, Coast Guard Cutter Mackinaw will break ice in the lower end of the West Neebish Channel from Mud Lake Junction Buoy up to the ice edge currently located below LT 29. &nbsp;This work will lead to the destruction of the lower ice bridge connecting Barbeau to Neebish Island. &nbsp;The upper ice bridge and channel above the ferry landing to Neebish Island will not be impacted by this work.&nbsp; Plans call for that ice to be left undisturbed until the final days leading up to the scheduled opening of the Sault Locks.&nbsp; U.S. Coast Guard officials will work with EUPTA officials to ensure the ferries are able to operate throughout the break out process. </font>
</p>
<font size="3" /><font size="3">
<p>
<font size="3">On March 13, Coast Guard Cutters Mackinaw and Biscayne Bay will be locked through to the upper St Marys River. &nbsp;CGC Biscayne Bay will continue on westward to conduct ice breaking duties in the Western Lake Superior ports of Duluth, Superior, and Thunder Bay, Ontario. &nbsp;CGC Mackinaw will remain to prepare tracks in Whitefish Bay and the upper St Marys River.&nbsp; In addition to track preparation, CGC Mackinaw will be conducting a series of operational tests to evaluate and record the performance of their shipboard systems in ice. &nbsp;Although not limited to a specific area, CGC Mackinaw will focus their activities to the charted Lake Carriers Association (LCA) track lines. </font>
</p>

<p>
<font size="3">All Terrain Vehicle (ATV) operators, snowmobiler's, and other recreational users of the ice should avoid any proximity to the shipping channels, plan their activity carefully, and use caution near the ice. &nbsp;Additionally, all ice fishermen should remove their ice shacks from areas close to the shipping channels. </font>

This will include areas normally used by recreational users such as but not limited to St Louis Bay, Howard's Bay, Superior Bay, and the Entry Channels into Duluth Harbor and Superior Harbor.&nbsp;&nbsp;&nbsp; </font>

<font size="3">Beginning the week of March 19, the two Coast Guard Cutters will move up along the Minnesota coastline breaking out the other U.S. commercial shipping ports until they arrive in Thunder Bay. In a joint U.S. and Canadian mission, the Coast Guard Cutters will be coordinating with Canadian agencies in assistance with breaking out the port of Thunder Bay. </font>

<font face="arial,helvetica,sans-serif" size="3">DULUTH, Minn.&nbsp;- As part of a joint effort with the U.S. Coast Guard, the Department of Transportation and the Environmental Protection Agency, the USCGC Alder performed side-scan sonar surveys of the bottom of western Lake Superior, from Tuesday, Sept. 19 to Friday, Sept. 22. </font>
<p>
<font face="arial,helvetica,sans-serif" size="3">The Volpe National Transportation Center, under the Department of Transportation, awarded a contract in August 2006 to CH2M Hill and Habitat Solutions to conduct the surveys.&nbsp; Scientists Brent Brown of CH2M Hill and Dr. Scudder Mackey of Habitat Solutions were aboard ALDER for the operation. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">The surveys were conducted as part of a preliminary environmental study establishing baseline data that will be used for selection of initial target areas for future research related to the impacts of Dry Cargo Sweeping.&nbsp; Dry Cargo Sweeping is when a vessel sweeps their decks in preparation for a cross-lake transit. The surveys could also be used to establish future regulations. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">ALDER's modern global positioning navigation systems and dynamic positioning capabilities enabled the scientists to conduct systematic, multi-leg side-scan surveys of the lake bottom. The automated station-keeping capabilities of ALDER provided the scientists with the ability to precisely position the ship over key features for the recovery of samples from the lake bottom. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">ALDER scanned 302 nautical miles (approximately 350 statute miles), imaging nearly 70,000 acres of lake bottom in the western portion of Lake Superior.&nbsp;&nbsp; In addition to collecting data related to the bottom environment and habitat characterization, the scientists collected new and interesting data related to bottom deposits, lake bed geographical features, and ship wrecks. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">Coast Guard Cutters in Lake Michigan and Lake Erie&nbsp;are scheduled to&nbsp;conduct similar studies. </font>

MARIE, MI - </b>U.S. Coast Guard icebreakers continue to focus their efforts on Whitefish Bay.&nbsp; </p><p>U.S. Coast Guard Cutters Mackinaw home ported in Cheboygan, MI, Biscayne Bay (St. Ignace, MI), Katmai Bay (Sault, MI), and Neah Bay (Cleveland, OH) are hoping to take advantage of long awaited southerly winds, rain, and warmer temperatures in order to flush the last of the region's ice out into Lake Superior.&nbsp; All the while, the ice breakers have kept the almost constant flow of commercial vessel traffic, moving through the area without delay.&nbsp; To date, 91 commercial vessels have transited the St. Mary's River, since the Soo Locks reopened on March 25<sup>th.</sup></p><p>While most of the Great Lakes escaped the icy grip of &quot;Old Man Winter&quot;, U.S. Coast Guard Sector Sault Ste. Marie has been dealing with ice in its waterways since mid December.&nbsp; Although the ice never reached its historical thickness, the Straits of Mackinac, St Mary's River, and the western Lake Superior ports of Duluth and Superior had enough ice (average 10-12 inches in most areas 18 to 24 inches in some) to keep icebreaking resources steadily working throughout the winter.</p><p>The &quot;Old Mackinaw&quot; was locked though on March 13<sup>th</sup> in preparation for spring opening of the Soo Locks.&nbsp; &nbsp;&nbsp;Mackinaw found the ice from the locks up to the entrance of the St Mary's River (near Point Iroquois) very manageable.&nbsp; However, they found a completely different story when they entered Whitefish Bay.&nbsp; Inside the shipping lanes, Mackinaw found ice varying in thickness from 36-48 inches.&nbsp; Outside the shipping lanes ice plates formed ridges up to eight feet thick.&nbsp; These conditions required the unique capabilities of Mackinaw given her size and power.&nbsp; The crew worked diligently for seven days as the Mackinaw carved a track through the stubborn ice fields of Whitefish Bay.&nbsp; In the meantime, outside assistance was called in.&nbsp; By Sunday March 20<sup>th</sup>, the Mackinaw was joined by the 140 foot ice breakers, Biscayne Bay and Neah Bay, with the Bristol Bay (Detroit, MI) joining the fleet later in the week.&nbsp; With the Katmai Bay handling the lower river, the Mackinaw and the three smaller ice breakers put the finishing touches on the track lines.&nbsp; At midnight on the 25<sup>th</sup> of March, the commercial lakers met no resistance as they made their way through Whitefish Bay.&nbsp; The mariners thanked the Mackinaw and the other cutters for the &quot;highway&quot; they had prepared.&nbsp; The &quot;highway,&quot; as they put it, enabled the vessel traffic to pass clear of the locks and the St Mary's River system without delay.&nbsp; </p><p>With the southerly winds, rain, and warmer temperatures entering the region this week, the ice has begun to disintegrate, and Mackinaw's &quot;highway&quot; has collapsed - signifying the final stages of the ice season.&nbsp; Each year, the final days of ice breaking are often the most hectic.&nbsp; With no discernable track, the breakers are relegated to escorting vessels one by one through the rotting (still burdensome) ice.&nbsp; After which, the ice breakers must race back and forth to smash up the larger plates of ice.&nbsp; This allows the ice to move into Lake Superior and melt without posing a threat to the passing ships.&nbsp; This weekend, we've reached that phase of the ice season, as the Mackinaw puts the finishing touches on its final ice breaking season.</p><p align="center">###<font face="Times New Roman"><font face="Times New Roman"><font face="Times New Roman" /></font></font></p></font></font></td></tr></tbody></table><p>&nbsp;</p><p>&nbsp;</p></div>
